About Us
The Department of Transport and Planning oversees key planning, transport and land use policy decisions and management across the State. A life-cycle approach to planning, building, connecting and sustaining communities means our people can come together to; improve services, deliver sustainable projects, focus on customer engagement, streamline regulatory approval pathways, facilitate community consultation and better realise local economic opportunities for more liveable communities across Victoria.
The Planning and Land Services group in the Department of Transport and Planning brings together land, property, statutory planning, building and heritage capability to deliver whole of state services. The Group’s focus is to provide services in land administration, property information and facilitating the better use of government owned land. The Planning and Land Services group also:
* ensures secure and accurate registration services for property, land and water share transactions; * provides specialist transport property services including planning, acquisition and management of land and building assets; and * manages the state's planning, building and heritage systems to shape the places and communities of Victoria.
The Building Policy and Reform Division supports and oversees 7 public entities in the building portfolio that are responsible for ensuring the effective operation of the state’s building system. These entities represent the most diverse and complex range of roles and functions within the portfolios of building and planning. The scope of the Building Act 1993 adds to this complexity; the unique mix of regulators, service delivery agencies, advisory boards and panels makes for a complicated application of the governance framework; it requires a more tailored and focused approach to engagement and strategic planning.
About The Role

As part of the Government’s commitment to the Building System Review, the Office of the Building Monitor has been established to represent the interests of domestic building consumers. Functioning as an administrative office within the Building Policy and Reform Division of DTP, the Office plays a key role in advocating for consumer rights and driving improvements in the building system. It works closely with key regulatory entities and stakeholders, ensuring that consumer concerns are informed by data and insights from across the sector.
The Building Monitor is responsible for advising and making recommendations to the Minister, with a focus on enhancing consumer experiences, identifying system-wide issues, and empowering consumers through greater awareness and understanding. By addressing fragmentation and ensuring a coordinated approach to systemic challenges, the Office of the Building Monitor serves as a vital advocate for consumers navigating the complexities of the building system.
The Policy Manager will be instrumental in supporting the Building Monitor’s functions while also contributing to broader governance initiatives within the Building Policy and Reform Division. This role requires exceptional strategic policy and stakeholder management skills to engage effectively with building entities, government agencies, and regulatory bodies. The successful candidate will demonstrate advanced analytical and communication capabilities to shape policy, manage complex relationships, and contribute to meaningful reforms that improve building outcomes for consumers.

Qualifications And Role Specific Requirements

* Relevant tertiary qualification in a public policy field that provides strong analytical framework will be well regarded. * An ability to synthesize, summarize and depict complex issues, options and solutions effectively to a less technical audience. * Demonstrated experience in successfully advising and negotiating with stakeholders on complex issues. * Strategic planning and developing and delivering policy frameworks in a reform context.
